How to register & vote from abroad in 2018
STEP 1. Fill out the Federal Post Card Application (FPCA) to register; you will automatically be sent an absentee ballot.
Are you registered? Federal voting guidelines suggest re-registering every year. Not sure of your status? Check with your registrar in the US; you can find the contact information at fvap.gov. If you’re not registered (or still unsure), register online now so you can participate in primaries and special elections.
Online registration. Use the online assistant at fvap.gov to complete your form electronically. It walks you through specific requirements for your state and will provide the address you’ll need to mail the printed form, with your signature, to your registrar. Alternatively, you can fill out the form via VoteFromAbroad.org and mail it in.
Prefer a hard copy? Use an FPCA form (downloaded from fvap.gov or preprinted by the government). Fill it out and mail it back to your voter registrar in the USA. Note that most states require social security number (complete or last four digits) and/or driver’s license/state ID number. Alaska, Arizona, Puerto Rico, Vermont, and Virginia require additional information (e.g., proof of residency). According to Vote from Abroad, the Help America Vote Act has an exception for the ID requirement for overseas voters in Section 303(b)(3)(C). You do not need to provide a photo, even if your ballot says you are required to provide it. Didn’t get your ballot? If the deadline is approaching and you haven’t received your ballot, contact your registrar at the email address shown in the Federal Voting Assistance Guide https://www.fvap.gov/guide. Most states will email another one to you. If you accidentally send in both, only one will be counted.
